Main trends:

• Norway was the largest issuer and net exporter of GOs in 2018

• Germany remains the largest net importer and had the highest number of cancellations

Total GO issuance in Norway was 138 TWh in 2018, 3 TWh higher compared to 2017. Issuance was generally higher across all the AIB countries, but Sweden and Spain saw the strongest growth. Swedish EECS-GO issuance grew 41% year-on-year, from 39 TWh to 55 TWh. Spain issued 31% more GOs in 2018 to a total of 102 TWh.
