Czech Issuing Body (OTE) activated in German registry

The Czech registry OTE was connected to the AIB-hub in April 2015, and while import of GOs from other EU-registers was allowed, export of Czech GOs was not allowed due to the possibility of double counting. The reason being a delay in the appropriate disclosure legislation.
