What is behind the temporary suspension of I-REC issuance in Indonesia

The I-REC Standard Foundation announced on 23 August 2022 that it is temporarily pausing the issuance of I-RECs for twenty Independent Power Producers (IPPs) in Indonesia. It seemingly affects all production devices registered under the I-REC(E) system in the country. This decision follows an announcement from state-owned power utility, PLN, stating IPPs in the country are not allowed to sell green energy attributes directly to the market. Instead, PLN argues that all sales of green attributes need to go through the state-owned power utility, which also has a monopoly on power distribution in Indonesia.
