Upper Austria developed an innovative policy package to deal with CO2 emissions from heating, bringing together financial incentives, regulatory measures and information, awareness raising and capacity building programs. 

The heating sector is the biggest consumer of final energy in Europe. 75% of the energy comes from fossil fuels, making it one of the biggest hurdles to reaching climate goals.
