The Spanish government has drafted two laws directed at energy-intensive industrial consumers to help ease the burden of high electricity prices through access to state aid, while also encouraging renewables development through Power Purchase Agreements (PPAs).

The first law would allow energy-intensive consumers to recover up to 85% of the costs associated with the additional expense of sourcing renewable electricity. Eligibility of these industrial consumers would be defined by their historical electricity usage patterns.
