German parties reach breakthrough on potential coalition, as Merkel unveils energy policy blueprint.

Angela Merkel’s conservative CDU/CSU bloc and SPD have achieved a breakthrough in their exploratory talks on forming a coalition, possibly bringing an end to the political impasse.

In the 28-page coalition blueprint unveiled, parties have agreed to speed up the roll-out of renewable energies and start the phase-out of coal-fired power generation. Contrary to a draft leaked earlier this week, the blueprint agreement between Chancellor Angela Merkel’s conservative CDU/CSU alliance and the Social Democrats (SPD) no longer explicitly postpones Germany's 2020 climate target (as reported here). The agreement on energy and climate between both parties include:

  • Holding additional auctions for 4 gigawatt (GW) onshore wind and 4 GW solar PV to be built in 2019 and 2020, as well as an additional offshore capacity to reduce greenhouse gas emissions by 8-10 million ...
